I'd say Tifa. Although Cloud would be a close second.
Tifa is nothing short of beautiful. Of course, I was referring to a good deal more than just the physical sense *sniggers*. She is, according to me, the most tragic personality in the game. And why so, you ask?
As Pied said, her devotion to Cloud cannot but touch the heart. He'd left her, almost died on her, even hurt her thoroughly with his negligence, and still she waits for him. It's pathetic, but so admirable at the same time.
Excluding the aforementioned, she is also caring and compassionate, a person who realizes the strength in others and seeks to bring them out. Her willingness to sacrifice her own happiness (not her life, nor her material things, but her happiness) for the sake of others is truly a remarkable quality few would want to claim credit for.
And yet she is so flawed. She is enslaved by the past - insistently keeping her withering memories, whether they be of promises, vengeance or guilt, to the point where she will no longer be content until they are fulfilled. She lies - for the sake of love - to others, and more so, to herself, using her false optimism to hide the pain of her grief.
Of course, both flaws and redeeming traits make the person - I don't think I would've like her as well had she only been one half and not the other.
Strangely enough, in the beginning, I'd only imagine Tifa to be yet another pathetic competitor for Cloud's affections. (I'd come to know FFVII through KH, hence thought Cloud x Aerith was the default pairing.) Needless to say, however, that prejudice was history as soon as I read the game script.
And yes, I am a Cloud x Tifa fan.

I'm a CloudxTifa fan... But I thought KH had TifaxCloud as the default in the end. Aerith tells Cloud he will return to her because she is his light, but it turns out Tifa is his light, so she waits but he never returns... or something... I've never actually seen her waiting but it's been described in loads of things... but hey I could be utterly wrong

Tifa is my favorite character because I admire her character. She sweet and kind but say never under mind her because she can do some major Jackie Chan whooping

Zack. Just because Zack's like Cloud in the "I can totally kick your a**" way, but without the "Oh my sins! Oh someone please take this pain away!" overly dramatic side.

I voted for Zack, because he's so optimistic. I love the fact that no matter what happens, even when he was faced with all the infantrymen at the end of Crisis Core, he can still smile about it. I think it makes him a really likable character, and quite unusual in that respect. A lot of the main characters in stories are more the brooding type.
Also his devotion to Cloud after Nibelheim was nothing short of heroic.
Plus, lets face it, he's smokin' hot.

I had to vote for other, because it's a toss-up between Nero and Shelke for my favourite chracter. Closely followed by the rest of the Tsviets. What can I say? Even though they came off more as caricatures than characters in Dirge, they fascinate me. It's fun to try and figure them out.

I said Tifa, for many of the reasons already stated and also because I can relate to the character. I know what it's like to wait around for a friend because of feelings you can't shake off.

I went for Aerith. Her story touched me, and I admire her optimism and cheerful nature. Tifa, Cid and Yuffie are also favourites though

That's hard. That's really, really hard.
I love writing Yuffie; she's insanely entertaining, her personality has very unique flaws, and I relate myself to her. Vincent is interesting because he has such a strange story, and his personality is self-sacrificing but he cares so much about others when he lets himself. I've always seen Aeris like a Cetra Jesus earth mother - she's kind, gentle, cares for others - in my head, Yuffie sees her as some sort of sister-mother-friend, and that's how I've always seen her as well - something good, something wonderful, someone who cares about you, no matter what (though I understand that I'm just biased). Tifa is one of the strongest characters, and she looks generic at first until you realize she's really a gem of a person, a superwoman in her own right, able to take on all the little things that would be too much for anyone else to handle. Cloud is depressed, but it's very admirable how he overcomes his personal demons throughout the story. Zack is a hero - you never doubt it, he has strong morals and he's usually a goof, serious when he has to be, but always kind. Cid is stubborn as a mule and is one of the more realistic characters and never discounts dreaming. Barret is like a rock, but he changes rapidly back and forth from mountain man to story-reading daddy - he always, always has Marlene in mind, no matter what. Red XIII is such a great character because of that parallel between being a sentient being with vast intelligence and being a fifteen year old kid who isn't used to the world yet; I've always been fascinated by how he's a strange mixture between an old, cold wise man and a feeling person. Cait Sith is a robot, but you always get the feeling it isn't all programming, and it isn't all Reeve either - he's a fast-talking smart butt, and a traitor to boot, but he likes to crack jokes and cares about people and wants to understand them. Sephiroth was normal, but he got so twisted and confused that he's a villain - he's loyal to his 'mother,' he's determined, stubborn, and his thought stream is probably more entertaining than Yuffie's (that's saying something).

That's so true. I love that about Barret. He's so tough, but when it comes to Marlene he's so protective and fatherly. Hmmm... maybe there should be an "all of them" option!
